I’ve been wanting this gifset for a long time, because I think this is where the Doctor sees what Jack can be. Jack doesn’t make excuses. He says he didn’t know, which is true, but he does try to fix it and clearly he’s upset to realize he’s the reason this happened. He programmed the warship to not land on anyone, after all, because he never wanted anyone to get hurt. Jack already had the seeds in himself of what he will become.
“Everything that Torchwood did, and you’re part of it?”
“The old regime was destroyed at Canary Wharf! I rebuilt it, I changed it, and when I did that, I did it for you, in your honour!”
